The Arrow is actually Ralph Payne, a military intelligence agent who, frustrated by enemy espionage and rampant crime, adopted the costumed identity of Arrow to use his archery skills to fight crime and the enemies of freedom in a way his other self never could. The Arrow is remembered for being the first American mystery man to use archery as a primary trick. He was member of the Secret Warriors and the Battle Squadron during WWII.
Payne was skilled in hand-to-hand combat, infiltration tactics, interrogation and counterespionage, having received specific training as a military intelligence agent. But the sign of his identity as a vigilante was his magnificent skill as an archer, endowed with almost perfect precision. At first Payne only used conventional arrows, but after becoming involved with the paranormal community, he began using special arrows, such as the net arrow or the explosive arrow.
